The Development of the Lan Based Computerized Civil Registry System

Chapter 1 THE INTRODUCTION This chapter presents the background of the study which presents the historical background of the problem being presented in specific and general point of view, objectives of the study, which deals with the concise explanation of what is to be achieved by the study; scope and limitations of the study, which presents the range and limit of the study; locale of the study which presents the exact location of the project and significance of the study that tells the importance of the project and how the study would be beneficial to specific people and other parts of the society.

Background of the Study The Municipality of Bacoor is a first class urban municipality in the province of Cavite, Philippines. It is a lone district congressional district of Cavite. A sub-urban area, the town is located approximately sixteen kilometers away from Manila, on the southeastern shore of Manila Bay, at the northwest portion of the province with an area of fifty two point four square kilometers. Bordered to the east by Las Pinas City and Muntinlupa City in Metro Manila, to the south is Dasmarinas, to the west are Kawit and Imus and to the north by Bacoor Bay an inlet of Manila Bay.

Bacoor’s is separated from Las Pinas by the Zapote River and from Imus and Kawit by Bacoor River. Registration of births in the Philippines today is compulsory under the Registration of Birth Act, 1969 and rules framed there under. The information regarding all births is to be given in the prescribed form to the registrar of birth within twenty one days from date of a birth. In the Canada the process for a registration of birth, according to the Office of the Registrar General, takes about 16 weeks. In our experience, however, the time has ranged from 4 to 7 months.

The process is exactly the same as a regular registration of birth only that this process will have two additional forms. Also, the mother will have to provide her birth certificate. If everything is done correctly, the Office of the Registrar General will send you a notice of registration. With the notice of registration it is then possible to get a birth certificate. The Civil Registrar of Bacoor is the focus of this study. Civil Registrar only uses a manual system of accepting and releasing in their certificate registration. Having this kind of system makes their process take longer time and less accurate.

There can also be a problem regarding their files. Lost files and wrong some information of files can occur in using only a manual system. Process of releasing time is also longer. In response to their problem, the researchers proposed civil registry system. That stores, saves and restores files. This system will make the transaction time be lessened, more accurate, efficient and printed birth certificate at the same time. Objectives of the Study The Proponents chooses the Civil Registrar to make the civil registry system because the process of making certificate is to slow.

They decided to make a computerized birth certificate, marriage certificate and death certificate for them to make the process fast and to have the printed birth certificate. Specifically, this study aims to evaluate the system’s effectiveness in terms of: •Accuracy; •User friendliness; •Security; •Validity; •Flexibility; •Efficiency; Scope and Limitations of the Study The software project was constructed and developed using Visual Basic version 6. 0 (VB6. 0) and Microsoft access 2007 (MS ACCESS) for database storage and management.

The software project was exclusively constructed for Civil Registrar of Bacoor, Cavite. The software project produces record of birth certificate for the accepting and releasing of birth, marriage and death certificate in the municipal. This system monitors all the new registered certificate of birth in the database. However, this software project that the proponents doesn’t responsible for power failure, computer hackers and computer virus. Locale of the Study This part discusses the location map and the location structure of Civil Registry of Bacoor, Cavite where the project will be implemented.

This figure shows the red arrow pointing at the Municipality of Bacoor located near High School. From Talaba it is about (3) three kilometers (km) away from Municipal. From Imus to Binakayan approximately (1) one kilometer (km) and from Binakayan to Municipal of Bacoor it will take about (1) one kilometer (km). From Mabolo it is about (1) one kilometer away from Municipal. And Lastly from Baclaran it is about (22. ) twenty two point six kilometers (km) away from Talaba. And Talaba to Municipal of Bacoor it is about (3) three kilometers (km) from the site. Figure2. Server and Client terminals show the Local Area Networking (LAN) Connection of the project. Figure 2 shows the LAN connection that will be used and followed the server is located in the left side of the department and the rest of the employee terminate are located in every corner of the place. All files from the employee will be stored to the database within the server that only the admin can access. Significance of the Study

The beneficiaries of this study are customer, civil registrar, civil registrar staff, and the future researchers. This study will help the customer not to stay longer because the accepting and releasing of birth certificate was fast. This study will help the civil registrar to monitor the all new register in bacoor and the releasing of files. This study will help the civil registrar staff by having a fast and accurate performance to accepting and releasing of birth certificate. This study will help the future researchers to give them ideas on the flow of the system and it will guide them on how to manipulate and revise this proposed study.
